Penny is interested in the notion of risk both at the individual level and at a governmental level. Her research is focused on the ways in which governmental agencies act to reduce risk.

She wants to know if prohibiting a food to mitigate risk constitutes a far greater danger to the public than allowing the public to engage in a seemingly risky practice.
