Disaster Risk Reduction (DRR) program is an important action in the creation of community resilience to disasters in prone areas. DRR is internationally agreed and recommended by the literature as an effort to create awareness of the disaster risks. However, research frequently shows that despite the presence of DRR programs, the majority of people in the community does not carry out self-protective measures recommended by disaster management authorities during non-crisis times. The community needs to change the risk management paradigm, from responsive to preventive. Education offers a wider way in communicating DRR to the community. School-based DRR program is part of preventive actions introduced to formal education institutions in prone areas. By providing a safe place from the disaster threat, schools have the potential as a community centre to make coordination of emergency response and post-disaster recovery. However, the difference of understanding alleged may impact on the implementation of school-based DRR program. Report on the implementation of the HFA 2005-2015 in the Asia - Pacific region also indicates that the majority of government stakeholders, particularly in the developing countries, has little understanding of the essence of the concept of risk reduction. Therefore, the investigation on the implementation of DRR program is critical to do as an effort to develop communication strategies among the stakeholders. Better DRR communication may help better understanding of the preventive paradigm of risk management.
